Les oligarques chiliens ont crié comme un putois à cause de la visite de la présidente Michelle Bachelet à Cuba.
Le sous-secrétaire chilien aux Relations extérieures, Alberto Van Klaveren, a affirmé que j’avais avancé dans mes Réflexions d’hier des idées strictement personnelles. Exact : elles ne prétendaient rien d’autre.
J’ai reçu la chef d’État chilienne avec le plus grand respect. Je n’ai pas utilisé un seul mot qui aurait pu blesser l’illustre visiteuse. Simple preuve de bon sens. J’estimais que c’était un devoir élémentaire de la recevoir, même si cela impliquait pour moi un effort supplémentaire compte tenu des heures passées à converser puis à écrire au sujet de notre rencontre.
J’ai choisi plusieurs photos prises par un collaborateur de l’époque où j’étais chef d’État et je les lui ai remises pour qu’elle décide de leur usage. Pour ma part, je ne les ai pas utilisées.
Pourquoi un tel esclandre oligarchique au sujet de cette rencontre ?
Pourquoi affirme-t-on, selon l’agence ANSA, que mes paroles constituent « une interprétation historique de thèmes tout à fait révolus » ?
Je n’ai d’autre engagement qu’envers la vérité historique, et l’Histoire atteste qu’en proclamant l’indépendance de la Bolivie, le Libertador de l’Amérique, Simón Bolívar, lui assigna une large bande de la côte sud-américaine donnant sur l’océan Pacifique, entre les 22e et 23e parallèles. L’Histoire atteste aussi que le désert de l’Atacama fut inclus dans le territoire de la jeune Bolivie lors de la victoire sur l’Empire espagnol.
Le guano, le nitrate, le cuivre et d’autres précieux minerais découverts plus tard faisaient partie de ce territoire. J’ai été bien modéré en affirmant qu’on ignorait si ces minerais étaient chiliens ou boliviens, une manière diplomatique de dire les choses, parce que je pense qu’en fin de compte, Bolívar avait rêvé d’une Amérique latine unie, plus grande par sa conception que par ses richesses.
De toute façon, nul ne peut ôter son éclat et sa transcendance au moment historique que signifiera après-demain l’approbation ou le rejet de l’amendement à la Constitution vénézuélienne.
Pour ma part, je serai toujours fidèle au peuple héroïque qui a sacrifié tant de vies à compter du 11 septembre 1973 pour défendre les idées immortelles du président Salvador Allende et je condamnerai jusqu'à mon dernier souffle la politique retorse d’Augusto Pinochet. L’oligarchie chilienne et les bureaucrates qui souhaitent la laver de toute responsabilité peuvent-ils en dire autant ?

Swan Song of the Rich
The Chilean oligarchs tore their cloths at the visit of President Michelle Bachelet to Cuba.
Alberto Van Klaveren, the Chilean Under Secretary of Foreign Relations, declared that in the February 12th Reflection, the ideas emitted were strictly personal in nature. That is very true since they don’t intend to be anything else.
I welcomed the Chilean head of state with all due respect. I used not one word that might offend the illustrious visitor. That would not have had any common sense. I understood that it was an elemental obligation even though it implied an additional effort for me since it meant hours dedicated to conversation and then to writing about the meeting.
I selected several photos taken by a collaborator from the days when I was head of state and I put them in her hands so that she might decide what to do with them. I made no use of them on my own account.
What is the reason for such an oligarchic brouhaha in regards to the meeting?
Why do they state that my words constitute “a historical interpretation on subjects that are far back in history”, as the ANSA agency tells us?
I have no commitment other than with the historical truth, and history records that Simon Bolivar, the Liberator of America, upon proclaiming Bolivia’s independence, designated a broad strip of the Pacific coast of South America between the 22nd and 23rd parallels. It also records that the Atacama Desert was included in the territory of the newly-born Bolivia when victory was won over the Spanish empire.
Guano, nitrate, copper and other valuable minerals that were later discovered were included in that territory. I was rather moderate in my statement that it was not known whether those minerals were Chilean or Bolivian; it was a diplomatic way of expressing realities, thinking that in the long run Bolivar was conceiving a United Latin America, greater for its conception than for its wealth.
Be that as it may, nobody can take away any of the brilliance or importance from the historical moment that the approval or rejection of the Venezuelan Constitutional Amendment will signify the day after tomorrow.
As for me, I shall always remain faithful to the historic people who sacrificed so many lives starting on September 11, 1973, defending the immortal ideas of President Salvador Allende and I will condemn the wily policies of Augusto Pinochet until my last breath. Can the Chilean oligarchy and the bureaucrats who are attempting to clean it of all responsibility say as much?

Los oligarcas chilenos se han rasgado las vestiduras con la visita de la Presidenta Michelle Bachelet a Cuba.
El Subsecretario de Relaciones Exteriores de Chile, Alberto Van Klaveren declaró que en la Reflexión del día 12 de febrero, se emitieron ideas a título estrictamente personal. Es muy cierto ya que no pretenden otro carácter.
Recibí con todo respeto a la Jefa de Estado chilena. No utilicé una palabra que pudiera ofender a la ilustre visitante. Carecería de sentido común. Entendía que era un elemental deber, aunque implicaba para mí un esfuerzo adicional, ya que significó horas dedicadas a conversar, y escribir después sobre el encuentro.
Seleccioné varias fotos tomadas por un colaborador de cuando fui Jefe del Estado y las puse en sus manos para que decidiera qué hacer con ellas. Por mi cuenta no hice uso alguno de las mismas.
¿A qué se debe tanto alboroto oligárquico en relación al encuentro?
¿Por qué se afirma que mis palabras constituyen “una interpretación histórica sobre temas que están muy atrás en la historia” como informa la agencia ANSA?
No tengo otro compromiso que con la verdad histórica, y la historia consigna que el Libertador de América, Simón Bolívar, al proclamar él la independencia de Bolivia, asignó una amplia franja de la costa pacífica de Sur América entre los paralelos 22 y 23. También registra que el desierto de Atacama fue incluido en el territorio de la naciente Bolivia, al producirse la victoria contra el imperio español.
El guano, el nitrato, el cobre y otros valiosos minerales descubiertos después estaban incluidos en ese territorio. Fui bastante moderado al afirmar que no se
sabía si esos minerales eran chilenos o bolivianos, fue una forma diplomática de expresar las realidades, pensando que al fin y al cabo, Bolívar concebía una América Latina Unida, más grande por su concepción que por sus riquezas.
De todas formas, nada puede restar brillo y trascendencia al momento histórico que significará pasado mañana la aprobación o el rechazo de la Enmienda Constitucional en Venezuela.
Por mi parte, seré siempre fiel al histórico pueblo que sacrificó tantas vidas a partir del 11 de septiembre de 1973, defendiendo las ideas inmortales del Presidente Salvador Allende y repudiaré hasta el último aliento de mi vida la política artera de Augusto Pinochet. ¿Pueden decir lo mismo la oligarquía chilena y los burócratas que desean limpiarla de toda responsabilidad?
